When we were suffering from this problem, we found the solution courtesy of this Reddit post. Essentially, the add-ons in question that need to be copied are Modern Warfare’s campaign packs.
To download these, wait for the add-on to copy (for the last time!) and then press R3 to bring up the different packages you can install. If you switch to the Modern Warfare tab, you will see the campaign packs for Modern Warfare. You should install campaign pack 1 and campaign pack 2.
This is a temporary fix to the problem as it doesn’t actually stop the addon copying error, it just requires a 1MB file to be copied when you launch the game. This only takes a few seconds.
If that’s too much for you, you can also delete the game and just install Call of Duty: Warzone instead of Call of Duty: Modern Warfare.
