University in North Korea

Kim Chaek University of Technology is a university in North Korea, on the banks of the Taedong River in Pyongyang. It is named after General Kim Chaek.

The university’s programs in nuclear reactors, nuclear electronics, nuclear fuel and nuclear engineering specialize in training researchers and technical personnel. Graduates are reportedly posted to the Yŏngbyŏn Nuclear Research Center or to nuclear facilities in Pakch’ŏn-kun.

Kim Chaek University of Technology was originally part of Kim Il Sung University before it was established as the Pyongyang College of Technology (平壤工業大學) in 1948. In 1951, during the Korean War, the college’s name was changed to Kim Chaek College of Technology (金策工業大學). (General Kim Ch’aek died in the war.)

In 1988, the college was elevated to a university (綜合大學). Between 1981 and 1993, a large-scale construction program doubled the size of the campus to its present 400,000m2.[1]

Academics [ edit ]

The university has 18 departments (學部) and about 80 programs (學科), about 10,000 students and 2,000 staff. There are 10 research institutes and one graduate school (博士院). There are 54 laboratories and a library with about 600,000 volumes. The campus has a total area of 400,000 square meters.

The Science and Education Department (科學敎育部) under the Korean Workers Party Central Committee (朝鮮勞動黨中央委員會) exercises overall supervision, but the Department of Higher Education (高等敎育部) in the Ministry of Education (敎育省) manages administrative affairs. There are education bureaus under the people’s committees in every city and/or province (市·都 人民委員會敎育局) that contribute to the formation of education policy, and the local education bureau could provide some input for the school.

As of 6 January 2007, Ri Won Chil is the vice president.[2]

In 2012, Nosotek cooperated with students from the Kim Chaek University of Technology to develop Pyongyang Racer, a racing video game released by the Koryo Tours travel agency to promote tourism in North Korea.[3]

Kim Jong Un , First Secretary of the Workers’ Party of Korea, First Chairman of the DPRK National Defence Commission and Supreme Commander of the Korean People’s Army, gave field guidance to a newly-built building of the Automation Institute of Kim Chaek University of Technology.

He had promised to make sure that a new building was constructed for the Automation Institute when he was acquainting himself with the work of the institute in April last year.

He chose the site of the institute on the picturesque bank of the Taedong River and guided its layout several times. He not only saw to it that a powerful construction force of the People’s Army was formed for the project but personally settled the issues arising in it.

Feasting his eyes on the institute, he said the institute was successfully built to match the environment around it as required by the layout ratified by the Party.

He went round several places of the institute to learn in detail about its construction.

He was pleased that the institute was built in such a way as to visually showcase the Party’s policies of attaching importance to science and technology and talents and provide its researchers with ample conditions for their scientific researches and living.

He told officials to fully provide the institute with reading rooms, e-library and video system so that they might help the researchers in their work and study.

Noting that a country can prosper only when a revolution is carried out with a proper view and stand on science and talents, he underscored the need to provide the institute with modern equipment and vehicles necessary for its operation as it was built into a cutting-edge scientific research centre. He was so kind as to promise to ensure that this matter would be settled by the Party.

He highly praised the soldier-builders of KPA units 407 and 101 for fully displaying the revolutionary soldier spirit in the construction of the institute.

He expressed belief that the researchers of the institute would creditably perform their mission and duty as standard-bearers in breaking through the cutting-edge science and technology by carrying forward the tradition in which they have contributed to the cause of the Party with their valuable scientific and technological achievements and thus give fuller play to their patriotic enthusiasm and devotion to living up to the expectations of the Party, the country and its people.

SU and KCUT are two institutions with very different missions and cultures. Both have worked

to foster relationships that foster a greater understanding and trust between their institutions

and with one another. In a bilateral relationship, SU helped KCUT develop its digital library,

which meets world standards. In addition to helping KCUT develop its digital library, SU is also

developing a computer lab. The second level of cooperation involves a multilateral

relationship. The United States, China, and South Korea are among the countries in the RSLS,

while Wuhan University is the representative of China. The language of the agreement is

The collaboration between SU and KCUT is being facilitated through the efforts of Dr. Stuart

Thorson, professor of political science at Syracuse University. He is the leader of a

collaborative project between U.S. and North Korean universities focused on information

technology. The collaboration is also credited to the Korea Society of New York. A delegation

from the DPRK visited Syracuse University to learn more about KCUT. Ultimately, this will

allow KCUT to build its digital library and provide a valuable resource for North Korean

students and researchers.

A North Korean-themed video game recently launched in Korea is called Pyongyang Racer. It

was created by students from the Kim Chaek University of Technology Automation Institute

and hosted by the travel company Koryo Tours. The game allows you to control the character

who races in a car through Pyongyang. The game was previously unavailable and hard to load

in browsers. However, the game has now been released and can be played online.

The University is located in Chung-guyok District in Pyongyang, North Korea. The university

opened in 1948, and offers programs in nuclear reactors, nuclear electronics, nuclear fuel, and

1986 as a joint venture between the DPRK and Korean-Japanese interests. The institute’s

head and vice president were recruited from Japan, and the director was sent back to

Pyongyang in 1988. The PIC currently employs 100 professionals. Its software products

include document editing and printing software, design programs, and distribution of

architectural and clothing design programs.

After the launch of the PIC, the University of National Economy (UNEP) began working with

pilot industries to develop new management practices. This project utilized automated

management systems in all sectors of DPRK industry. The Institute set up Management

Assistance Groups for each industry, equipped with LAN-networked computer systems. The

managers were then trained in management information systems, production scheduling, and

Decision Support Systems. They also held workshops for other industrial entities in the same

sector.

In addition to its cyber operations, Pyongyang University of Technology Automation Institute

conducts research and development in the fields of malware and zero-day vulnerabilities. This

organization facilitates operations through shell companies in Russia and China. They also

receive special treatment. However, many of the projects undertaken by Pyongyang

Information Center (PIC) are classified as “unclassified” by the US government.

Pyongyang Information Center (KCC)

The PIC was established in 1986 and collaborated with the University of National Economy

and Korean-Japanese interests to help DPRK industries develop new management practices.

Vice president Kim Yu Jong returned from Japan in 1988 to help with the center. The head of

the PIC visited Japan in 1988 and invested $0.5 million. By 1989, there were 30 people

working at the Pyongyang Information Center.

IT in North Korea differs greatly from IT in the West. North Korea’s information technology

efforts are focused on computerized numerical control, which automates machine tools to

produce standardized goods with very few laborers. This technological revolution occurred two

to three decades after similar technologies were adopted in South Korea. The automation of

machine tools in North Korea’s industries makes it possible for relatively few workers to

produce large quantities of goods quickly and cheaply.

Syracuse’s partnership with the Kim Chaek University of Technology has helped the university

create a digital library. Students from the University of Technology were selected from a list of

60 universities to participate in the contest. In addition to Syracuse University, the U.S.

Civilian Research & Development Foundation, the American Association for the Advancement

of Science, and the Korea Society all support the project.

Pyongyang Iron and Steel Complex

The automation institute at the Kim Chaek University of Technology is part of the city’s

modernization efforts. The campus houses a soaring tower, Sin Thae Song, which

commemorates the late Kim Chaek, who founded the university. The school’s renowned

professors offer advanced courses for students from around the world. In addition to

The construction of the new airport is an enormous undertaking. The complex has a massive

tasks, the complex is pushing ahead with concrete work in mid-winter.

Although the iron and steel complex has been closed several times, it has not ceased

operations. This is despite a lack of raw materials and electricity. During the past year, the

complex has operated intermittently and at low capacity. Although the number of employees is

relatively small, ongoing operations are evident. However, the thermal signatures in the rolling

mills are still indicating that the complex is operating.

Kim Chaek People’s Stadium

The Kim Chaek University of Technology is a public higher education institute in Pyongyang,

North Korea. It was founded in 1948 and is officially recognized by the Ministry of Education of

North Korea. The university has an enrollment range of 10,000-14,999 students, and offers

programs in various areas of study. It also provides academic and administrative services.

From the outset the college made remarkable achievements in the educational work, and especially its students took an active part in an anti-illiteracy campaign and patriotic work.

During the Korean war Kim Il Sung always paid deep attention to the educational work of the college. When Kim Chaek, an anti-Japanese revolutionary fighter and the then deputy premier of the Cabinet, passed away, the President had the name of the college changed into Kim Chaek College of Technology through a decision of the Cabinet in order to hand down the official’s exploits for the country and people to the coming generations. He also had a Kim Chaek scholarship set up.

And foreseeing victory in the war he took a revolutionary measure to have the former students fighting on the frontline return to their universities to resume their studies. It was an unprecedented measure in the history of war.

He visited the college situated in Kalhyon-ri, Kodok-myon, Jongju County (Wolhyon-ri, Unjon County today), North Phyongan Province on June 16, Juche41(1952) making his way through the powder smoke. He then clarified the ways and means to improve its educational and research work during the war and showed deep concern for its educational condition and the students’ life.

When the national economy was growing very fast, the work for training technical personnel failed to keep up with the reality. The President saw through the situation and gave on-the-spot guidance to the college on March 9, Juche49(1960).

Saying that it should combine theoretical education with practical training in order to train more technical personnel more quickly as required by the developing national economy, he stressed the need to teach students in such a way that they could fully display their abilities as engineers soon after graduating from the college.

True to the field instructions of President Kim Il Sung, the college did educational work by combining theory and practice. By doing so it trained more technical personnel equipped with practical ability and made a great contribution to the development of the national economy by solving scientific and technical problems arising in industrialization of the country and carrying out the technical revolution.

And it strove to thoroughly overcome bourgeois revisionism in the education and scientific work and establish the Party’s monolithic ideological system.

The college’s teachers and researchers including Kim Tong Sin and Kwak Tae Hong completed valuable research projects greatly conducive to the socialist industrialization.

On a visit to the college on October 2, Juche57(1968) the President said it should help develop the electronic industry and the production of light metals, pure metals and alloy steel to develop the industry of the country one step farther relying on the already laid industrial foundations, and continue to push ahead with the work of making students revolutionary.

And saying that it should continue to thoroughly establish Juche in all fields, he illuminated the relevant ways and means.

To carry out the instructions of the President, the college increased the number of students, set up new faculties and research institutes and vigorously did scientific research.

This led to success in developing a Paektusan computer, hydraulic mechanized stope supports and other things of practical value for the development of the national economy.

In May Juche77(1988) President Kim Il Sung saw to it that the college was raised to the status of university and named Kim Chaek University of Technology.

In those days, the university actively conducted research projects for pioneering the fields of advanced science and technology while channelling due efforts into strengthening political and ideological education.

In the 1980s, scientists of its Robotics Institute made a numerically-controlled wire cut electro-discharge machine for the first time in the country, which gave great pleasure to Chairman Kim Jong Il on April 29, Juche84(1995).

Teachers and researchers of the Communications Faculty rendered great benefits to the country by manufacturing a parabolic antenna of the International Satellite Communication Centre with elaborate designs, calculations and new ideas.

And by making efforts to develop the country’s computer technology and actively extend its application range, the university completed multimedia program presentation “Koryo Ceramics, Treasure of the East” and multimedia search program “Korean National Food.”

On May 8, Juche82(1993) President Kim Il Sung visited the university at the advanced age of 80 without lunch break and illustrated its mission and duty again. He gave precious instructions for training lots of talented scientific and technical personnel by continuously improving the educational work in keeping with the requirements of the developing reality. He also took benevolent measures to modernize laboratory and practical training facilities without delay, finish the rest of the project for the construction of a library and an IC practice shop and build a gymnasium, thus laying firm material and technical foundations for the university.

Amid the deep concern of President Kim Il Sung, modernization of the educational facilities was completed on a high level in a short time, consolidating the material and technical foundations of education and thus bringing about a new turn in the education and research work of the university.

Chairman Kim Jong Il inspected the university twice in the new century, on Sep. 19, Juche90(2001) and on January 4, Juche95(2006) and nominated it as the highest institution for training scientific and technical personnel and pioneer of IT industry revolution. Saying that Kim Chaek University of Technology is charged with an especially important mission and task in building a powerful socialist nation by developing science and technology of the country quickly and modernizing the national economy, he gave an important guideline for developing education and research work as required by the IT era.

Greatly inspired by the field guidance of Chairman Kim Jong Il the university reorganized faculties appropriately in order to train more talents equipped with advanced science and technology and built up educational and scientific centres. And it made a great contribution to Juche-orientation and modernization of the national economy by vigorously conducting scientific research.

Teachers and researchers including An Hyong Gil, Ju Hyok and Jon Pong Chan of the College of Information Science and Technology, Kim Tong Gwon of the IT Institute and Jong Il Chol of the Automation Engineering Faculty pushed ahead with scientific research in lots of factories and enterprises including the Taedonggang Combined Fruit Farm, and thus made a great contribution to the modernization and automation of the national economy.

Supreme Leader Kim Jong Un inspected three times a year the construction site of apartment houses for teachers of Kim Chaek University of Technology, which were being built as wonderful and standard buildings on the bank of the picturesque Taedong River—on May 20, August 12 and October 16, the day of the completion of the project in Juche103(2014). Saying that nothing should be spared for educators devoting themselves to the country’s prosperity and training of talents, he took measures to build the apartment houses on the highest level.

He saw to it that more similar houses for teachers and researchers of the university were built down the bank of the river and that a street to be newly built on the riverside was named Mirae Scientists Street. Under the warm care of Supreme Leader Kim Jong Un, a grand ceremony for the inauguration of the apartment houses took place on October 18, Juche103(2014), and over 350 teachers and researchers of the university moved into the new apartments amid the blessing of the whole country.

Furthermore, on March 10, Juche 108(2019), he came to the polling station set up in Kim Chaek University of Technology for the election of deputies to the 14th Supreme People’s Assembly and voted for the official of the universtiy. He expressed expectations and belief that the university could fulfil its responsibility and obligation as a locomotive and the most trusted university of the country by invigorating economy and bettering the standard of the people’s living, and making a breakthrough in improving science and education.
