It is a measurement used in referring to water volume in river flow or reservoirs.1 Tmcft is therefore equal to:28,316,846,592 liters1,000,000,000 cubic ft or 28,000,000 m322,956.841139 acre feet Water is normally measured in gallons or liters (volume). Water can be measured with very simple to highly specialized instruments. These tools can measure the tiniest amounts to vast oceans.Clepsydra: The ancients used this to measure water and tell the time. Today it is called the water clock. Global Measurements: Scientists use satellites to measure ocean water movements. Electronic equipment is put on buoys, ships, and the surface and floor of the ocean and is used for sending and receiving satellite signals. Irrigation: Agriculturists may build a weir across a river or water channel for providing controlled measures of water for their fields. Ultrasonic transmitters are used for measuring the water. Water Moisture: Scientists use electronic sensors to measure water in food. They use tensiometers to measure water in soil. Hygrometers are used for measuring moisture in the atmosphere. Weather: A meteorologist makes their forecasts by measuring the various states of water. Rainfall is measured with a rain gauge that could be in the form of a scale measuring the weight of rainfall or rain sticks that measure water depth. A plain hail pad is used for measuring hail. The hail pads are made from florist’s foam and covered in aluminum soil. The scientists count and then measure the marks that are left by the hail. You can find out the volume of water within a swimming pool by multiplying its length by its width by its depth. For example, an Olympic size swimming pool is 50 meters x 25 meters by 2 meters. This will therefore hold 2,500,000 liters or 2500 cubic meters or 550,000 gallons.

What do numbers mean in the flow of water? An explanation from S. Vishwanath

What do numbers mean in the flow of water? An explanation from S. Vishwanath

The way China has approached its urban water supply projects is something to learn from. They have adopted the PPP model (Public-Private Partnership), with tariff setting and the resource in control with the government. One of the ways for India to pursue its urban water supply projects is to learn from the Chinese example: follow the good and discard the bad. This article is however on the peculiarities shown by various ‘water using communities’ on the way they use measures of water. China regularly uses tonnes as a measure for water. A tonne of water is of course 1,000 litres or as we would say in India a cubic metre of water or sometimes a kilo-litre of water. That is because a litre of water weighs 1 kg.

The KRS dam on the Cauvery had only 1.03 tmc ft of water. This is sufficient for Mysore, Bangalore and Mandya for only 10 days. This was one report in the press. We need 600 cusecs of water to flow in the Shiva Anicut for us to tap water into the Netkal balancing reservoir. We will then pump 1110 MLD into the city, says the BWSSB, according to another statement. Now we have 60 tmc ft. of water in KRS and the water supply to Bangalore is assured for some time to come.

The flow

The neighbour drilled a borewell for two days. “I struck water at 750 ft. and got 2 inches of water,” he says. The rain gauge at our office has measured 300 mm of rainfall so far since April. What do these numbers mean? How do we understand them in a common language? Here is an attempt to explain some of them.

1 tmc ft is one thousand million cubic feet of water. This is 28316.85 million litres of water. If there was 1 tmc ft of water in the dam and this was to be pumped equally, every day for 365 days in a year to the city, 77.58 million litres per day would be available to the city.

Cusec is a measure of the rate of flow still commonly used by the irrigation department. 1 cusec is one cubic foot of water flow per second. It translates into 28.32 litres of water per second. If 1 cusec of water is released from a dam for the whole day, 2.45 million litres of water would have flown in the river in the 24 hours.

A common mistake made by many is to add up cusecs. If 600 cusecs of water was released for one day and 900 cusecs the next day, it does not mean that 1,500 cusecs of water was released in 2 days.

A common way to describe the yield of a new borewell is to say that 2 inches of water was struck. What does this ‘2 inches’ of water mean? It is actually the free, unrestrained flow of water from a borewell over a 90 degree ‘V’ notch.

Litres per hour flow

Using a rather complex formula, calculations are made. Here is an approximation of the litres per hour flow:

1/2 inch – 95 litres per hour

1 inch – 600 litres per hour

2 inch – 3,400 litres per hour

3 inch – 300 litres per hour

4 inch – 19,100 litres per hour

Rainfall is measured in typical standard rain gauge as prescribed by the Indian Meteorological Department. Typical measurements are taken at 8.30 a.m. in the morning and reported as mm of rain.

For those harvesting rainfall, here is a good way to calculate the volume of water falling on a roof. Suppose you have a roof area of 100 square metres and the rainfall on a particular day was 10 mm. The total volume of water that fell as rain on your rooftop would be 100 x 10 = 1,000 litres of water or as the Chinese would say 1 tonne of water.

Knowing the numbers is a very important step in water literacy. Water literacy leads to water knowledge and better management of the resource. With years perhaps, water wisdom will also come.

Supreme Court asks Karnataka to release 2 TMC water

The Supreme Court today directed Karnataka to release 2 TMC (Thousand Million Cubic feet) of Cauvery water to Tamil Nadu and asked the Central Water Commission to file report on the water requirement of the two warring states.

A bench headed by Justice R M Lodha asked the Commission to form a three-member expert body which will visit the states and directed it to file report within two days.

“Meanwhile Tamil Nadu is permitted two TMC water from storage to save standing crops. Irrespective of the report of the expert committee, Karnataka shall compensate Tamil Nadu by releasing two TMC water,” the bench said.

It posted the matter for further hearing on Thursday.

The court was hearing Tamil Nadu’s petition seeking immediate release of 12 TMC of water. Tamil Nadu claims that failure by its neighbour state to release water has resulted in damage to its standing crops.

Last month, the Cauvery Monitoring Committee had said that since current storage level in Karnataka was sufficient only to meet the state’s drinking water requirements, it was not in a position to release water to Tamil Nadu.

The Cauvery River originates in Karnataka and meanders its way over almost 800 km in Tamil Nadu. The topography of the region means that Karnataka can control how much water is released downstream to Tamil Nadu.

Earlier on December 5, the Supreme Court had directed Karnataka to release 10,000 cusecs of Cauvery water daily to its neighbouring state and asked the CMC to hold a meeting to decide the amount of water required by each state.

Cusec is a measure of flow rate of water and is abbreviation for cubic feet per second (which is equivalent to a flow of 28.317 litres per second) and 11,000 cusecs flow for a day amounts to 1 TMC (thousand million cubic feet) water.

The committee had then directed Karnataka to provide Tamil Nadu with 12 TMC of Cauvery water during December and did not pass any order for the month of January as the Centre had assured the apex court that it would notify the tribunal’s award by December 31.

Trinamool Congress

National political party in India

Indian political party

The All India Trinamool Congress (English: All India Grassroots Congress;abbr. AITC), colloquially the Trinamool Congress (abbr. TMC) is an Indian political party which is predominantly active in West Bengal.[9] The party is led by Mamata Banerjee, the current Chief Minister of West Bengal, who has led the state since 2011. It is currently the third largest party in Parliament with 23 members in Lok Sabha and 13 members in Rajya Sabha and 235 MLAs in State legislative assemblies of India, just after BJP and INC.[10][11] In 2016 the Election Commission recognised TMC as a national political party.[12]

History

Founding

After being a member of the Indian National Congress (INC) for over 26 years, Mamata Banerjee quit the INC and established the TMC in 1998. The official election symbol of the TMC is Jora Ghas Phul (two flowers with grass). In the 1998 Lok Sabha polls, TMC won 7 seats. In the next Lok Sabha election that was held in 1999, Trinamool Congress won 8 seats with BJP, thus increasing its tally by one.[13] In 2000, TMC won the Kolkata Municipal Corporation Elections.[14]

The party initially joined the National Democratic Alliance (NDA), as part of the Vajpayee government, and were initially quite successful, winning 7 seats in its first election in 1998.[15][16] In the 2001 Vidhan Sabha elections, the TMC won 60 seats in alliance with the INC, becoming the principal opposition party.[17] They suffered big losses in the 2004 Lok Sabha elections[18] and the 2006 West Bengal Legislative Assembly election,[16][19] and subsequently left the NDA.

Nandigram movement

In December 2006, the people of Nandigram were given notice by Haldia Development Authority that a major portion of Nandigram would be seized and 70,000 people be evicted from their homes to make way for a chemical plant.[20] People started movement against this land acquisition and the TMC helped lead the movement. The Bhumi Uchchhed Pratirodh Committee (‘Committee against Land Evictions’; BUPC) was formed to protest against the eviction. On 14 March 2007 the police opened fire and killed 14 villagers and many more went missing. Many sources claimed (and which was supported by the Central Bureau of Investigation in its report) that armed Communist Party of India (Marxist) cadres, along with police, fired on protesters in Nandigram[21] Many intellectuals protested in the streets and this incident gave birth to a new movement. Socialist Unity Centre of India (Communist) leader Nanda Patra led the movement. The events led to a significant backlash against the CPI(M) government, and were a major factor in the TMC’s success in the elections that followed.[22]

Post-Nandigram/Singur elections

In the 2009 Lok Sabha election, TMC won 19 seats in West Bengal, in alliance with the Congress. They subsequently became a part of Manmohan Singh’s government, with Banerjee serving as Minister of Railways.

In the 2010 Kolkata municipal election, the party won 97 out of 141 seats. It also won a majority of other municipalities.[23]

In government

In the 2011 West Bengal Legislative Assembly election, the TMC-led alliance that included the INC and SUCI(C) won 227 seats in the 294-seat legislature, defeating the incumbent Left Front government which had been in power for 34 years.[24][25][26] TMC alone won 184 seats, enabling it to govern without an alliance. Subsequently, it won a by-election in Basirhat and two Congress MLAs switched to the TMC, giving it a total of 187 seats. Banerjee, an MP at the time, had not contested the election and had to transfer to the safe seat of Bhabanipur.[27]

On 18 September 2012 Banerjee announced her decision to withdraw support to the UPA after the TMC’s demands to undo government-instituted changes including FDI in retail, increase in the price of diesel and limiting the number of subsidised cooking gas cylinders for households, were not met.[28][29]

The 2014 Lok Sabha elections saw the TMC dominate the state, winning 34 out of the 42 seats. It also qualified for national party status, as the TMC had received 6% of the vote from five different states (West Bengal, Manipur, Tripura, Jharkhand and Assam).[30][12] On 2 September 2016 the Election Commission recognized TMC as a national political party.[31]

The party was reelected in the 2016 election to a supermajority government, and Banerjee continued as chief minister.[32]

The party won the most seats in West Bengal in the 2019 Indian general election, but suffered significant losses to the Bharatiya Janata Party, which for the first time established itself as a major force in the state.[33][34] After the election, the party’s status came under revision by the Election Commission of India, due to a loss in presence in most states outside West Bengal.[35]

Banerjee’s government was reelected again in the 2021 state election by an unexpectedly large margin over the BJP. Prior to the election, several high-profile TMC members such as Mukul Roy and Suvendu Adhikari had defected to the BJP. Despite the large winning margin, Banerjee was defeated by Adhikari in the Nandigram seat,[36] where she had transferred to fight Adhikari head-on.[37]

Party symbols and slogans

The party name and election symbol represents ‘grassroots’– the name contains the Bengali word trinamool, which literally means grassroots, and the symbol is a sapling emerging from the ground.[88] The symbol is known as Jora Ghas Phul (Bengali: grass and flower; two flowers with grass).[89] The usage of “All India” in the party name represents the rejection of “elitist” Indian National Congress from which it broke apart from.[88]

Ma Mati Manush (Bengali: মা মাটি মানুষ) was primarily a slogan, coined by Mamata Banerjee. The term is literally translated as “Mother, Motherland and People”. The slogan became very popular in West Bengal at the time of the 2011 assembly election. Mamata Banerjee wrote a Bengali book with the same title.[90] A song was also recorded with the same title.[91][92]

In the 2021 assembly election, the party used a song “Khela Hobe” across the state. The song was penned by Debangshu Bhattacharya, a party youth wing member. The “Khela Hobe” term has been used across India by several opposition parties and to catalyze the movements against the establishment on multiple issues throughout the nation.[93][94]

Leadership
