4hi can be engaged at any speed below 55mph or so, provided all 4 wheels are moving at relatively the same speed, don’t engage it while the fronts are stopped but the rears are spinning, or you will get some nasty noises from underneath, and some jerking.

4low has to be engaged while the transmission is in neutral, it won’t engage in park. Top speed is around 35-40mph. Mainly used while on steep terrain, or while 4wheeling when you need to creep or get going without spinning. 4low can also be useful for towing out stuck vehicles or heavy loads for short distances. I used 4lo quite often when I worked on my dad’s farm, but I’ve never had to use it anytime since.
