Researchers have started to evaluate the costs and benefits of flood adaptation, but information regarding the cost of different flood adaptation measures is often not available or is hidden in non-peer-reviewed literature. Recent review studies have explored cost estimates for different aspects of flood adaptation, such as nature-based solutions. This study aims to contribute empirical data regarding the cost of flood adaptation by compiling peer-reviewed literature and research reports. The focus is on construction costs and expenses for operation and maintenance. This paper integrates the unit cost information of six main flood adaptation measure categories: (1) the flood-proofing of buildings, (2) flood protection, (3) beach nourishment and dunes, (4) nature-based solutions for coastal ecosystems, (5) channel management and nature-based solutions for riverine systems, and (6) urban drainage. Cost estimates are corrected for inflation and converted to U.S. dollars (2016). Measures are described, and cost figures for both developed and developing countries are provided. The results of this study can be used as input for economic-assessment studies on flood adaptation measures.

Time for a flood barrier? There are pros and cons for this “no brainer”
In light of the Queensland and New South Wales floods, we have been talking a lot about how to build your home with flood resilience in mind, and how to clean up after a flood event.
Flooding can result in significant damage to your property that can be costly to fix afterwards. To prevent this cost, as well as the threat of injury and loss of life, it is important to think about flood protection well in advance.
There are a number of ways to improve property resilience against floods, including lifting the building above the floodwaters, buildings with concrete or brick, and building physical barriers to protect communities and properties – such as floodgates, levees and seawalls.
“Things like levees and seawalls are hard engineering structures that prevent flooding,” explained Dr Tayanah O’Donnell, partner in Deloitte’s risk advisory, climate and sustainability team. They are “often thought of as useful adaptation measures when it comes to flood preparedness”.
Physical flood barriers are a very important way to mitigate flood risk, and one that many local governments are crying out for. But while they may seem like a no-brainer to providing a high level of protection against floodwaters, they have both advantages and disadvantages.
Types of flood barriers:
There are several types of flood barriers depending on the area that is at risk, and the level of protection sought.

Levees, dikes and berms: these are embankments constructed to hold back water from a river, lake, or the ocean.

Flood wall: a watertight perimeter wall around an area reinforced to hold the pressure of the water. Flood walls include a gate that looks normal, but is in fact designed to keep waters out.

The Thames Barrier is the world’s second largest movable flood barrier (after the Oosterscheldekering and the Haringvlietdam) and is located downstream of central London. It needs to be raised (closed) only during high tide; at ebb tide it can be lowered to release the water that backs up behind it.

New Orleans [ edit ]
In 2007 the United States Army Corps of Engineers started construction of an ambitious project that aimed to prevent storm surges from flooding the city by 2011. The IHNC Lake Borgne Surge Barrier on the confluence of these waterways[1] is the largest in the United States. It protects the city from the Gulf of Mexico from flooding the area. The new Seabrook floodgate prevents a storm surge from entering from Lake Pontchartrain.
The GIWW West Closure Complex closes the Gulf Intracoastal Waterway to protect the west side of the city. This complex is unique in that it contains the world’s largest pumping station, necessary to pump out rainwater that is discharged in the protected side of the canal during a hurricane.[2]

Levees and berms are structures made of compacted earthen materials with interior cores of impermeable soil (i.e. clay). Construction typically begins with excavation to ensure subsurface soil conditions are taken into account in design. Floodwalls are typically engineered structures made of reinforced concrete. Floodwalls can be built up to 20 feet in height and can be designed to be aesthetically pleasing architectural and landscape features. Floodwalls are typically more expensive to construct than levees, but require less space and landscaping and are more resistant to erosion. Construction of all floodwalls and levees should be undertaken by licensed engineers.
Due to the large amount of space needed for construction, the use of levees and floodwalls may be difficult and cost prohibitive in urban environments and may only be suitable for integration into new construction. In particular, levees and berms require a large quantity of earthen fill, and a lack of readily available, nearby fill may cause transportation costs to be prohibitive. Higher levees and floodwalls require significantly more support to withstand the greater water pressure exerted on the barrier. Strengthening levees and floodwalls requires increases in size, which may exceed the amount of space available on a building site and become impractical. Barriers must be located a sufficient distance away from structures with basements to prevent damage to basement walls from the additional pressure from saturated soils. Regular maintenance is crucial to maintain service life.
With the reality of climate change threatening coastal security worldwide, it is essential to both proactively mitigate the effects, such as preparing against flooding from sea level rise, and combat the root causes by taking action to lower emissions, promote sustainability measures, and raise environmental awareness.
