External Load Bearing Vest Pilot Program
The CSUCI Police Department is excited to announce our External Load Bearing Vest (LBV) Pilot Program. Based largely on research from the University of Wisconsin – Eau Claire and at the request of our officers, the CSUCI Police Department will be exploring the benefits of LBV vs the traditional duty belts which we currently carry.
The standard duty belts officers wear to carry their equipment — including everything from handcuffs to batons to flashlights — typically weigh close to 30 pounds. Carrying that amount of weight on their hips during 12-plus hour patrol shifts puts a significant amount of pressure on the officers’ backs, especially their lower backs. Many officers experience constant back pain. Across the Law Enforcement profession, many officers miss patrol shifts because of back issues, which leads to staffing shortages, overtime costs and numerous worker comp claims.
University of Wisconsin – Eau Claire Study
The Eau Claire Police Department, University of Wisconsin – Eau Claire, and Mayo Clinic conducted a collaborative research project on the health benefits of load-bearing vest carriers in comparison to the traditional police duty belt. Based on their study, UW Eau-Claire researchers assert load bearing vests are more effective at evenly distributing the weight of police equipment and put less strain on the hips and lower back compared to the traditional duty belt. Additionally, there were no unintended consequences discovered related to the health of the officers or functional safety of the vest while on duty. It could be concluded that the use of the load bearing vest carrier may well have potential short- and long-term health and wellness benefits for officers.
CSUCI Police Department – LBV Implementation
Uniform Appearance
The CSUCI Police Department values our positive relationship with both the CSUCI and the University Glen Communities. Up until now we have maintained a traditional uniform appearance in an effort to minimize any possibilities of our officers looking too tactical or intimidating. We believe that some load-bearing vest carriers appear overly militarized or tactical in appearance and hope to address this concern through the specific design of the LBV and community outreach. With this specific LBV product we believe our community will still feel comfortable in approaching us while also improving the working conditions for our officers. We hope our transparent approach to the implementation of the program will help to garner community understanding and support for the uniform change.
Test Group
The CSUCI Police Department has currently outfitted four (4) officers with the proposed new LBV. The four pilot program officers are currently assigned to day shift patrol. In addition to normal patrol visibility, we will be making special appearances and soliciting feedback from all of our CSUCI Community Members.

What is Body Armor?
As domestic threats continue to increase, so does the need for better protection for law enforcement officers (LEOS). While many advances have been made since the first bullet-resistant vests were developed, it should be noted that the vests worn by most patrol officers or regular duty officers do not stop every type of bullet, nor is any vest entirely bulletproof.
Bullet-resistant vests, also know as ballistic vests or body armor, (body armor can also be used to describe helmets, leg and arm protection) are the reason many people are alive today. According to the National Institute of Justice (NIJ) in a 2013 report:
“During the past three decades, ballistic-resistant soft body armor has saved the lives of more than 3,000 police officers.”
There are two basic categories for body armor: hard and soft. Soft (such as that made from DuPont™ Kevlar® fiber) is worn by most officers and stops most handgun bullets. Hard body armor provides protection from faster-moving ammo such as rifle rounds.

The Evolution of Body Armor
Early vests date back to the 1500s in Italy. They were very heavy and made from several layers of metal. The Japanese improved on this design in the 1800s by making fairly effective vests out of silk. Then came WWII’s bulky, heavy, flak jacket. Ballistic protection technology made a huge leap forward in the 1960’s-70’s with the introduction of Kevlar® by DuPont. Kevlar® was a game changer because it was deemed truly bullet resistant.
Today’s Kevlar®XP technology for soft body armor features a patented technology that allows vests to weigh at least 10% less than those made with other commercially available technologies while still containing Kevlar®.
Types of Protection for Different Law Enforcement Roles
Because they face different kinds of threats, LEOs are issued vests that fit their roles.
For the most part, police officers on patrol wear ballistic-resistant protection, while correctional officers (who might work in a state prison) wear stab-resistant armor for protection against broken glass, needles, and knives. Since patrol officers favor the ballistic protection, they are still vulnerable to what is known as ‘spike threats” (being stabbed with objects like those mentioned above. While ‘combination’ vests exists, most LEOs wear one type of vest or the other.
And while most vests don’t yet offer protection from CBRN (chemical, biological, radiological or nuclear) threats, such technologies are being researched for future upgrades.
Levels of Protection for Body Armor
Just like bullet resistant glass, ballistic body armor is rated for levels of protection:
Most Commonly Used Levels: II, IIIa and IV.
Levels II and IIIa protect against common firearms (9mm/ .44 Magnum)
Level IV is generally worn for higher level of protection (long guns)
SWAT and emergency response teams typically wear Level IV, whereas regular patrol likely utilize Level II or IIIa.
While vests can be worn covertly (under uniforms and plain clothes) an increasing number of officers choose to wearly them overtly – or over their uniforms. Some feel that wearing it this way acts as a deterrent. However, the overtly-worn vests are generally heavier and bulkier.
No matter what type of vest is chosen, it is necessary to get a proper fit in order for the vest to function as intended.
Police Body Armor Performance Depends on Proper Maintenance
The best way to keep body armor fully functional is to take care of it by following the manufacturer’s guidelines.
A few basics:
Many fabric carriers can be machine washed, inspect the manufacturer’s label first
Body armor fabric should never be dried in direct sunlight (UV damage can compromise the fabric)
The removable panels are sponge clean only – never submerge in water
If your vest sees regular use, it needs to be replaced about every five years

Federal Funding for Ballistic Vests
In 1999, the Bulletproof Vest Partnership Grant Program (BVP), a U.S. Department of Justice initiative, began funding ballistic vests for law enforcement agencies around the country. Since its inception, the BVP has issued nearly a million vests (1,235,593 as of January, 2016) to 13,000 agencies via $412MM in federal funds. Agencies receiving funds are required to have a written, mandatory-wear policy for their officers.
Congress has reauthorized the program four times since it began, however, the program’s charter expired in September 2012. The Bulletproof Vest Partnership Grant Program Re-authorization Act of 2015 was passed in May of 2016, extending the program into fiscal year 2020. It continues to be a critical resource for state and local law enforcement agencies.

PATIALA: Bullet-proof vests for the armed forces are set to get lighter by around 2kg as scientists at Patiala-based Thapar University are working on a polymeric liquid which will replace the fibre used in such jackets at present.
In a ‘Make in India’ initiative, the scientists are developing the new vests under a project sponsored by Defense Research and Development Organization (DRDO).
The bullet proof vests currently used by the security forces weigh around 3.8kg and are made bullet-resistant by using a fibre named Kelvar (poly-paraphenylene terephthalamide), whose 20-40 layers are packed inside the jacket.

“The major portion of such jackets is comprised of Kelvar layers. If you reduce the number of layers, you can substantially reduce weight of the vests. We are developing a polymeric liquid with suspended nano particles, which will have unique properties to stop the bullet from reaching the soldier’s body. Three layers of Kelvar will form compartments which will be filled with the polymeric liquid,” said Rajeev Mehta, professor at the varsity’s department of chemical engineering.
The liquid will have the property of converting itself into thick solid material once hit by the high speed bullet and protect the person wearing it.
“This technology will not only reduce the weight but also improve the flexibility of the bullet-proof vests,” said Mehta.
“We are working on it for the past one year and it may take us a few more months to come up with the final version,” he said.
Claiming that this was the first such initiative in the country, Mehta said, “If one goes by the research debates in foreign scientific and defence journals, this techniques are either being developed or are in use in US and European countries and Japan. But import of such material is too costly for us. We have analyzed this before starting our research.”
