This question arises often enough that I wanted a quick visual guide that I can refer people to.
Transcript:
Select an area to copy+flip using the selection tools.
Copy – Edit menu, Copy or Ctrl+C or Cmmd+C (Mac)
(Copy will only work on the contents of a single layer, or on a layer folder)
Paste (Edit, Paste or Ctrl+V or Cmmd+V on a Mac)
Paste always creates a single new layer, even if you copied from a layer folder
The new layer is created exactly on top of the copied content, so you will not see the pasted content, although you will see a new layer.
Use the Move tool to drag the pasted layer to the side. Hold down Shift for a perfect horizontal or vertical movement
Use the Layer menu to flip the selected area
Use the Select menu, Deselect to finish.
You can also merge the pasted layer with the original layer

You are always going to get some minor degree of deterioration due to the nature of raster/bitmap/pixel graphics – see this explanation but imagine your pixel tiles rotated instead of resized.
For best results use higher resolution images/artwork, and (depending on what you are rotating) experiment with either Bicubic or Bilinear interpolation (at the bottom of the screen when using Transform) – you can try one, undo, and try the other option.
Note that the preview you get when using Transform is much lower quality than the final transformed content (after you click OK to “freeze” the transform, or hit Ctrl+T or Cmmd+T).

If you draw a line without specifying the base point, the start point of line becomes the base point.
Once you set the base point, the base point will not move even if you draw multiple lines from the different points.
“Ctrl”+Click for Windows
“Command”+Click for Mac
will fix the base point. It is also hard to explain so let’s draw.
