You can make swamped barrels with a router if you have a very fine adjustable fence (like the old micro fence, don’t know if they are still made) and you (1) profile the top of the stock to match the bottom of the barrel, Adjust to the overall depth of the shutter, and (2) trim the sides to the maximum width (plus a little) of the sidewalls and trim to follow the profile of the side treads. Using a micro fence with a short fence guide (@ 3-4″) and a combination of square/V bits and running the router both ways (from either side) can get you remarkably close with very little hand adjustment left.
