New RBI Debit and Credit Card Rules: The Reserve Bank of India or RBI on Wednesday issued new rules for debit and credit cards to improve convenience and security. Under RBI’s new direction, all debit cards and credit cards that are never used for online transactions will soon be blocked, a move aimed at increasing security for digital transactions.

For example, debit and credit cards can be blocked after March 16 if they have never been used for online payments.

The RBI on Wednesday ordered all banks and other card-issuing companies to disable online payment services on all debit and credit cards that have never been used for online/contactless transactions. In a statement dated January 15, 2020, the Central Bank informed banks and card issuers: “Existing cards that have never been used for online (card absent)/international/contactless transactions must be mandatory for this purpose to be deactivated.”

RBI has also asked banks to only allow domestic card transactions at ATMs and PoS terminals in India at the time of card issuance/reissuance.

“At the time of issuance/reissuance, all cards (physical and virtual) are only available for use at contact-based point-of-use [i.e. H. ATMs and point-of-sale (PoS) devices] in India,” RBI said.

“…Ability to toggle on/off and set/change transaction limits (within the total card limit set by the issuer, if any) for all types of transactions – national and international, at POS/ATM/online transactions/contactless transactions” should 24/7 across multiple channels, RBI added.

Channels should include mobile applications, internet banking, ATMs or interactive voice overs.

These steps were taken to protect the interests of millions of debit and credit card users in India, but at the same time they can also create widespread chaos and panic.
