Also, LTO-National Capital Region Director Atty. Clarence Guinto issued a certificate stating that Salvador’s driver’s license was fake.
LTO-NCR filed a complaint against the driver for violating Section 31 of Republic Act 4136 or the Land Transportation and Traffic Code.
“The LTO is now more determined in filing cases against motorists who use forged driver’s licenses, intentionally or not,” Atty said. Guinto is quoted in the press release.
Apparently, using or attempting to use a fake driver’s license is punishable by imprisonment (up to but not more than six months), depending on the “court’s discretion”.

Physical inspection of ID card. Check the strength of the card. A fake ID is often a different weight and/or thickness than a real ID. Gently squeeze the ID to see if the card feels right.
Check the edges of the map. Almost all ID cards have rounded edges around the entire ID card. If the edges feel square, the card may have an incorrect front.
Check and touch the front and back of the ID card. Feel for bumps, ridges and irregularities. Check the IDs corners. The corners of a real ID card cannot be split or pulled back. If you can peel or split the corners of the ID with your nail, it’s probably a fake ID.
Visual inspection of the ID card.
Conduct a general visual inspection of overall appearance, fonts and color patterns, and look for known security features that should be present on valid ID cards.
Don’t forget to check the back of the ID card. Fake ID makers take great care to replicate the front of the ID but put less effort into the back.

There are many ways your ID card printer can help ensure the authenticity of plastic or technology cards and reduce the likelihood of successful fraudulent reproduction of your plastic cards. While no single technology is 100% secure, you can now use a variety of security measures together to improve their effectiveness: holography, etching, microtext, photographic perforation, UV ink, ghosting, watermarking, etc.

overlamination
Clear overlaminate
Fargo, Eltron, Magicard, Datacard and Nisca manufacture printer/laminators capable of overlaminating transparent cards. Although the clear lamination is really designed to improve card durability – both physical and UV protection – it slightly increases card security by providing a barrier to card tampering. As you will read below, there are a number of derivatives that include holography for added security. The lamination in this industry is typically a clear polyester film and is generally applied as a patch (near edge) over the top of the plastic card using heat and pressure. Several new technologies are becoming available that extend the laminate material to the edge of the card. The laminating material is a secure, tamper evident overlaminate available in thicknesses ranging generally from 0.6 mil to 1.0 mil thick. Clear overlaminates offer far superior card durability than too.
Holographic overlaminate
All printer manufacturers that offer an overlaminate feature also offer holographic versions of their overlaminate material. These vary slightly but generally use a holographic image embedded in the surface of the overlaminate to reduce the likelihood of a successful card reproduction. On higher standard and custom holographic overlaminates one may have the option to implement micro text printing within the holographic image to improve fraud protection. If a generic hologram does not provide the type of unique security you wish to implement, please call us to discuss developing a custom holographic solution.
Thermal transfer laminate
Fargo, Eltron, and Magicard offer a slightly less robust method of card protection called thermal transfer overlaminate – or thin film. This is available in both clear and holographic finishes. Thin film is a medium security, medium durability overlaminate that is approximately 0.25 mil thick. This laminating material is ideal for applications that require tamper evident cards with a moderate durability.
SmartShield – by Fargo Electronics
With SmartShield you can automatically print a custom transparent security image – a logo, icon or text – directly onto your cards. Once printed, this image will only appear when the card is viewed from an angle under ultraviolet (black) light or under normal lighting. This image emphasizes the uniqueness of each card you make and can help you spot fake cards.
With SmartShield, you can use existing logos or create new unique images with any standard graphics program. Then just save it to your proprietary SmartGuard access card. Once saved, the image will be automatically printed on each card you create. SmartShield images can be changed and stored on your access card any number of times, but only by people who know your password. SmartShield is available for several Fargo card printer models including the DTC515, DTC525 and ProLX.

Similar to Fargo’s SmartShield solution, Magicard uses the transparent overlay panel on a YMCKO or YMCKOK tape to create a type of security watermark on printed plastic cards. This feature is called holokote. Printers equipped with Holokote’s unique key-driven anti-counterfeit card protection feature have an embedded UltraSecure logo or can use other optional customer logos stored on a custom Holokote key.
The technology used by Magicard creates a type of overlay frost that is visible under normal lighting conditions but cannot be enhanced by UV lighting. The Holokote solution increases the uniqueness of each card you make and can help you spot fake cards. This feature is available on several Magicard card printer models including the Rio, Rio Grande, Tango and Alto.
UV coloring
UV inking is a method of adding something unique to a plastic card. UV inks have been widely used and accepted by the federal government, state driver license programs and many in the financial community. If you look at your Visa or American Express cards under a UV lamp, you will likely see some type of security writing in UV ink on the card. Several card printer manufacturers can order special cards with unique UV coloring.
microtext
As the name suggests, this security process involves printing very small text in a specific location on a card’s surface. It is difficult to print real microtext with thermal printers due to physical limitations in the resolution of thermal print images. Microtext is therefore generally pre-printed prior to dye-sublimation printing using some type of offset press. Microtext can also be found on high quality holographic security laminates. Because of the difficulty of reproducing microtext in its original form, the United States government considers microtext printing a valuable security precaution: examples of microtext printing appear on both US passports and newer, higher-denomination US currency.
ghosting
Ghosting is a fundamental level of card security. A ghost image is essentially a smaller version of the original photo image on an ID card and is generally printed semi-transparent. These ghosting are made possible through the use of software that allows the ghosting to be added to the plastic card during the printing process. The benefit of this type of card security is that it generally doesn’t add to the cost of your printed card.
Etching or photographic perforation
Two other techniques used to create duplicate or “ghost” images on ID cards are etching and perforating. Scratching lines (“etching”) into the surface of a card can produce reproductions of images, logos, and designs typically produced during the thermal transfer printing process. Punching tiny holes in the card’s surface (“perforating”) does the same thing. Both techniques are performed on a very fine scale and require purpose-built, precision-engineered equipment to achieve their effects.

Two other techniques used to create duplicate or “ghost” images on ID cards are etching and perforating. Scratching lines (“etching”) into the surface of a card can produce reproductions of images, logos, and designs typically produced during the thermal transfer printing process. Punching tiny holes in the card’s surface (“perforating”) does the same thing. Both techniques are performed on a very fine scale and require purpose-built, precision-engineered equipment to achieve their effects.
