A bead breaker is a tool used to separate tires from rims. The innermost diameter of the tire, adjacent to the rim of a wheel, is called the tire bead. The bead is a thicker section of rubber and is reinforced with braided steel cables called a bead bundle.[1] The bead surface forms a seal between the tire and the rim in radial and cross-ply tires.

Often the bead can remain stuck to the rim after rust or corrosion has occurred, requiring the use of a bead breaker to remove it.

Tire changers have a semi-automatic bead-release system for removing tires, but the high cost and lack of portability made these impractical in many cases. In addition, tire beads that have stuck to rims due to heat or rust often have to be broken out manually; In these cases, a bead breaker is ideal. A bead breaker is used like a chisel and uses a mechanical advantage to drive the bead away from the rim.

4×4 enthusiasts and overland travelers needed a simple tool to effectively and efficiently remove the tire from a wheel’s rim in the event a tire needs internal repair. [citation needed] Many vehicles, including ATVs, motorcycles, passenger cars, trucks, ATVs, and light aircraft have an additional feature on the rim called a bead retainer, a ridge that prevents the tire bead from sliding inward on the rim and the loses air seal.

On ATVs and UTVs, these bead retainers are significantly large because their tires often operate at very low air pressure (~5 psi (34 kPa)) and are subjected to severe side loading forces when trail riding. The large bead retainer is necessary to prevent accidental displacement of the tire bead from the bead seat. Additionally, if an ATV tire loses pressure from a puncture, the large bead retainer holds the tire in place for low-speed rides, allowing the rider to navigate to the trailhead without the tire completely detaching from the rim. While the large bead retainers on ATVs are fairly effective in holding the tire in place during operating conditions, they also prevent tires from being easily changed even in a shop with ordinary tools.

There are three categories of tire bead bead breaker designs: the “shoe-and-lever” mechanism, the “plier-type” mechanism, and the “pinch-and-ram” mechanism.

The shoe-lever mechanism works well on many motorcycle tires, car tires and trailers, but often fails on more difficult tires due to the nature of the design. A shoe, operated by a lever, presses on the tire sidewall next to the tire bead, and if the bead is stuck, the shoe can slip and press against the center of the sidewall instead.[2] Additionally, due to their design (which uses a stand), shoe and lever bead breakers are quite large and therefore not a good portable solution for changing tires. These bead breaker are usually inexpensive compared to other designs.

The pincer mechanism has a mandrel that presses between the tire bead and the lip of the rim, applying a separating force to the bead bundle. However, the pivot results in an arc that quickly transitions into a push on the sidewall. Pincer-type bead breakers are generally more effective than shoe and lever designs, but they have some disadvantages. Such tools must be adjusted for wheels of different diameters, and since the metal part of the tool makes contact with the rim, it can scratch aluminum or painted wheels. Some coordination and balance is required as the user must stand on the hoop and use their body weight to operate the tool. It’s quite large but portable and is often used at races for changing tires at pit stops. Finally, these types of bead breaker tools also struggle to work reliably on the unruly tires of ATVs, 4×4 trucks, and tractors. The cost of pincer-type bead breakers varies. [citation required]

Finally, the pinch-and-peel mechanism[3] is perhaps the most effective for breaking beads on ATVs and other hard-to-change tires, in addition to being fairly compact. This type of tool has a pointed foot that sits on the sidewall and enters the space between the tire bead and the lip of the rim, and a padded clamp that screws into place. The stamp foot is then actuated by another screw, breaking loose the bead. Because the tool is clamped, it cannot slide down the sidewall and damage the tire. Because the rammer presses directly on the tire’s steel bead bundle, it works well on old and worn tires.

Bailiffs and police say cutting a clamp is a criminal offense under Section 1 of the Criminal Damage Act 1971.

They are submitting the information to a Magistrate of the Peace under Section 1 of the Magistrates’ Courts Act 1980 on the issue of the police officer reporting the offence. The arrest is toxic to the arresting officer.

Be driven by someone. Regulation 10(2) of the Taking Control of Goods Regulations 2013 states when an item belonging to the debtor is being used by a person at the time the enforcement officer is attempting to take control of it.

Pinched before 6am or after 9pm. Regulation 13 of the Goods Control Regulations 2013

You have not received the enforcement order. Section 7(1) of Schedule 12 of the Tribunals, Courts and Enforcement Act 2007.

The “Outstanding Amount” has been paid. Regulation 6(3) of Schedule 12 of the Tribunals Courts and Enforcement Act 2007. Guideline 31 of the Taking Control of Goods: National Standards 2014 states that enforcement officers shall not attempt to enforce collection of fees where a power of enforcement has ceased to be exercisable.

You didn’t know about the original debt until you got a bailiff. Right depends on guilt.

If a police officer makes an arrest for ‘disturbing controlled goods without a legitimate excuse’ under Section 68 of Schedule 12 of the Tribunals Courts and Enforcement Act 2007, you do not have to admit that you have removed the clamp. The public prosecutor’s office has the burden of proof.

If you admit to removing the clamp your defense is that you had a legitimate excuse as the bailiff may not be allowed to take control of the goods unless the goods belong to the debtor and the debtor has been notified. You can, with caution, give the police an opportunity to stop the arrest during your police questioning.
