Today’s legislation really began with the Occupiers’ Liability Act 1957, which unified various classifications of visitors visiting property and the duty of care owed them by the occupier. This law is still in force but was updated by the Occupiers Liability Act 1984, which covers occupiers’ liability for unauthorized persons. This act expanded residents’ duty of care to protect anyone, including criminals, who might come into contact with potentially harmful hazards on their property.

Perimeter security measures such as using broken glass fall into this category, which is one of the main reasons this particular anti-climbing technique is no longer widely used.

Another important and relevant piece of UK legislation is the Highways Act 1980.
