High-rise Windows vs. Traditional Windows: The Difference
The majority of people out there are used to traditional windows found in single family homes. Most single family homes are timber frame construction and window openings are framed in the wall. High-rise buildings are built from a mixture of concrete (or CMU block) and steel. Windows, in turn, mostly fall into these categories:

Older high-rise buildings were built under other codes
Traditional windows can still be found in older high-rise residential buildings.
When we lived in Brooklyn, our 1960’s building had double hung windows that opened by sliding them up, even on the 8th floor.
However, these windows had no screen. That makes sense, because a falling screen from several floors is a significant safety risk for the passers-by below.
Aren’t windows like that unsafe in a tall building? Yes! For this reason, most cities require window screens to be permanently installed outside of each window to prevent falls.
However, the code has changed since the 1960s. Many older high-rise buildings have added security measures (e.g. window bars) to meet newer regulations, but the designs now differ. I say “many” because some owners of older buildings fail to take these extra precautions, at the cost of huge potential fines and possibly the lives of occupants.
Some building owners minimize costs by only installing window screens at the tenant’s request, or if the tenant’s family includes children 10 years of age or younger. NYC window protection ordinance requires this. It also states that for security reasons, no opening can be larger than 4.5 inches. This comes into play below.

This is based on my anecdotal knowledge and experience.
I can’t say for sure if windows in ultra-tall skyscrapers open or not. With wind speeds and possible pressure differences, I wouldn’t be surprised if certain apartments don’t have windows that can be opened for security reasons. That said, here are the guys I know firsthand.
sliding window
Sash windows are exactly what they sound like. In a high-rise building, it is usually an aluminum-framed window that slides horizontally in a track. As stated above, sash windows in a high-rise building only open a few inches—the sash window in front of me as I write this opens 4-3/8 inches. They are limited by a non-removable (without adapter) stop device.
pivot window
Pivoting windows are similar to a typical door – they swing open on a hinge. The windows in our house open inwards as I imagine most do for security reasons. Again, ours about 3 inches swing up. Latches are built to withstand gale force winds, so they’re pretty tough.

Awning windows are more like an awning. They open very much like a dog door – hinges horizontally along the top with a hurricane proof latch at the bottom. The window then swings outwards.
