Ortagus was born in Auburndale, Florida to Ronald E. and Denise C. Ortagus. Her father owned a cleaning and restoration company and her mother was an office manager. She grew up in Florida and won the Miss Florida Citrus title in 2003.[5] Ortagus volunteered with Students Against Destructive Decisions and Mothers Against Drunk Driving after her mentor was killed by a drunk driver in 1996.[6]

Ortagus returned to government in 2019 as US State Department spokeswoman, succeeding Heather Nauert.[2][3] Washington Post columnist Josh Rogin described Ortagus as a bridge between the establishment and the more conservative wings of the Republican foreign policy communities and wrote that she was friends with Eric Trump and Ivanka Trump.[3] She served until the end of the Trump administration and went on maternity leave in November 2020.[11] During her tenure, she promoted the Abraham Accords, which brokered peace agreements between Israel and the United Arab Emirates, Bahrain and Sudan.[8]

On February 7, 2022, Ortagus announced her candidacy for the Republican nomination for Tennessee’s 5th congressional district. Two weeks earlier, former President Donald Trump endorsed Ortagus for a possible congressional run, saying, “I’ve been told that the very strong and formidable Morgan Ortagus has a run in the 5th with some frequent Trump allies supporting other candidates.”[16]

After Trump’s endorsement, the Tennessee General Assembly passed legislation on March 29 requiring congressional candidates to live in the district they represent and to have lived in the state for the past three years. If the governor had signed them, the provisions of the law would have gone into effect immediately, disqualifying Ortagus. The Tennessean reported that the bill targeted Ortagus’s candidacy.[17] Instead, Gov. Bill Lee allowed the bill not to be signed, but only after Congress’ deadline had passed. Because the requirements of the law were not retroactive, it did not apply to Ortagus’ campaign.[18]

On April 19, the Executive Committee of the Tennessee Republican Party removed Ortagus and two other candidates from the 5th Circuit primary election. The party stated that three official legal challenges had been filed against them, which had required their removal from the ballot in accordance with the party’s charter. Ortagus said she was weighing her options.[19] On June 10, the Tennessee Supreme Court ruled that the Republican Party had not violated open assembly laws, barring the three from voting.[20]
