Q: What happened to my account?

When users click the “Report Spam” button in a chat, they forward those messages to our moderation team for review. If the moderators decide the messages deserve it, the account will be temporarily restricted.

This means that if you’ve been sending unsolicited messages to random strangers or posting spam in groups, you’ll lose the opportunity to do so.

Q: So I can no longer send messages?

No, it’s not that bad. Restricted accounts can send messages to people whose number is saved as a contact. You can also always reply to whoever messages you first.

Q: Why was I reported?

Telegram’s username search is not a tool for finding new friends. People usually don’t like it when strangers contact them – so they’ll report you if they find your messages disturbing. Please only contact people if you are sure they expect messages from you. The same goes for adding people to unwanted groups and channels. In addition, group admins can also report users who post spam in their groups.

Of course, all these reports are also checked by human moderators. If the messages contain spam, the account will be temporarily restricted.

Q: What can people report me for?

With private messages, it really doesn’t matter what you send as long as the recipients find it undesirable. It could have been a photo, an invitation link, or a simple “hello.” Please only send messages if you’re sure people won’t mind receiving them.

As a rule, people are bothered by receiving unwanted ads, links, invitation links to groups or channels, random photos, and most importantly anything related to commerce or online popularity. If you send them something like this, you will be blocked – and everyone else will be happy.

Moderators are more lenient when it comes to group messaging, but anyone sending spam or unsolicited marketing will be restricted.

Aside from Telegram being a popular platform for cybercriminals to disclose stolen personal information, it now appears that the platform is also leaking its own users’ information. Contrary to Telegram’s self-promotion as an opponent of data breaches, a new report reveals that Telegram has shared user data with German authorities on multiple occasions.

Telegram promises to keep user data safe and private, even for chats that aren’t end-to-end encrypted (which isn’t automatically enabled). The company says it keeps user data safe by storing chats on a distributed infrastructure, so they’re spread across different jurisdictions. However, this does not prevent Telegram from accessing it.

It’s not the only type of data Telegram collects, either. It also collects phone number, IP address and other personal details from everyone who uses it. The service publicly boasts that it has never shared any of this data with authorities, but sources telling German news outlet Der Spiegel say otherwise.

Data protection is not a built-in feature

Despite the fact that most messages on Telegram are not encrypted, the service has positioned itself as a secure messenger with end-to-end encryption. This created the false impression that Telegram was a safe alternative to services like WhatsApp and Signal.

The reality is that messages are not encrypted on the platform unless you enable the Secret Chats feature. This feature is only available for single messages on the mobile app. Moxie Marlinspike, the mastermind behind Signal, tweeted about Telegram’s privacy (or lack thereof) and data collection practices.

While Signal is a direct competitor and its opinions can be swayed by this lens, Marlinspike is correct in stating that Telegram is not an encrypted messenger. Security researchers and the media have also questioned their privacy claims in the past.

Despite all of this, Telegram claims that it protects its users’ data whether they use encrypted chats or not. In its FAQ section, the service also claims that it “has shared 0 bytes of user data with third parties, including governments, to date.” Apparently that’s not true.

Handover of your data to the government

In 2018, Russian-born Telegram co-founder Pavel Durov announced a change to Telegram’s privacy policy. The company previously insisted it would not share user data with third parties, but changed its stance when Moscow threatened to ban the app. The change has not been well received by users, especially in countries with authoritarian governments.

Telegram’s privacy policy now states: “If Telegram receives a court order confirming that you are a terror suspect, we may disclose your IP address and phone number to the relevant authorities. So far this has never happened.”

According to the Spiegel report, Telegram has repeatedly passed on user data to the Federal Criminal Police Office (BKA). Among other things, German authorities have repeatedly requested user information from Telegram. According to the report, while many requests were denied, Telegram occasionally provided German authorities with user data.

According to Der Spiegel, the information released by Telegram concerned child abuse and terrorism suspects. The federal government is also pressuring Telegram to cooperate in its investigations into far-right groups spreading their cause through the app.

Although it can be argued that Telegram had a good reason for the disclosure, users have expressed concerns that it sets a dangerous precedent. Authoritarian governments have a long history of surveillance and repression of their citizens, and many anti-government activists use Telegram to escape oppression of free speech. Telegram has also banned various channels and users, in part due to threats of suspension from governments.

Telegram cannot notify its users

In addition to the now obviously false claims that it doesn’t share user metadata, Telegram’s privacy policy also promises to report all disclosures. It states that if the company ever shares user data, it will disclose that information in a semi-annual transparency report. The messaging app hasn’t posted anything since the channel was created in 2018.

Azerbaijan[ edit ]

From September 27, 2020, after the start of the Karabakh war, the Azerbaijani Ministry of Transport, Communications and High Technologies imposed temporary restrictions on social media usage in the country. Telegram, Facebook, WhatsApp, YouTube, Instagram, TikTok, LinkedIn, Twitter, Zoom and Skype have been completely banned. Many other independent services have also been blocked due to lack of coordination. The restriction was lifted on November 10, 2020.[1]

Bahrain[ edit ]

In June 2016, it was discovered that some ISPs in Bahrain had started blocking Telegram.[2]

Belarus[ edit ]

Telegram was a key platform for sharing information and coordinating rallies during the 2020-2021 Belarusian protests.[3] Telegram was one of the few communication platforms available in Belarus during the three-day internet shutdown following the day of the presidential elections, which Belarusian President Alexander Lukashenko won amid widespread allegations of voter fraud.[4] As of the evening of August 11, while the internet shutdown was ongoing, 45 percent of people using Telegram protest chats in Belarus were online, despite government efforts to block online access.[3] In October 2020, Apple asked Telegram to remove 3 channels that revealed the identities of people involved in the Belarusian protests.[5][6][7]

Brazil[ edit ]

In February 2022, the Supreme Electoral Court announces that 3 Telegram channels allegedly involved in the spread of fake news have been regionally banned at their request, under threat of banning Telegram for 48 hours.[8][9][10] [11] This decision concerns one of the channels of far-right journalist Allan dos Santos, whose website (Terça Livre) and YouTube channel had already been deleted by a Supreme Court ruling.[12][13] On March 18, the Supreme Electoral Court ordered the suspension of all access to the service, claiming that the platform had repeatedly ignored the court’s decisions.[14] Following the Supreme Electoral Court’s decision, Telegram founder and CEO Pavel Durov claimed that the court was sending emails to an “old general-purpose email address” that Telegram had not verified and called for a re-examination of the decision .[15] The ban was lifted two days later.[16]

China [ edit ]

In July 2015, it was reported that China blocked access to Telegram Messenger. According to the state-run People’s Daily, Chinese human rights lawyers used Telegram to criticize the Chinese government and the Chinese Communist Party.[17]

Cuba [ edit ]

In July 2021, the Cuban government blocked access to several social media platforms, including Telegram, to curb the spread of information during anti-government protests.[18]

Germany [edit]

On February 11, 2022, the German government announced that 64 Telegram channels that were reportedly potentially violating German anti-hate speech laws had been deleted at their request. This included the channel of Attila Hildmann, a self-proclaimed nationalist who spread anti-Semitic conspiracy theories through his channel. According to the press release, Telegram has agreed to cooperate with the German government and delete channels with potentially illegal content in the future.[19] [20]

Hong Kong[ edit ]

During the 2019-20 Hong Kong protests, many participants used Telegram to evade electronic surveillance and coordinate their actions against Hong Kong’s 2019 extradition law. On the evening of June 11, 2019, Hong Kong police arrested Ivan Ip, the administrator of a Telegram group with 20,000 members, on suspicion of “conspiracy to commit public nuisance”.[21] He was forced by the police to release his Telegram story.[21] The next day, Telegram suffered a “powerful” decentralized denial of service attack. Hackers attempted to cripple the target server by sending large numbers of spam requests, most of which came from mainland China.[22][23][24][25][26]

On August 28, 2019, the Hong Kong Internet Service Providers Association announced that the Hong Kong government plans to block Telegram.[27]

On May 16, 2022, Data Protection Commissioner Ada Chung told a Legislative Council committee that the government remained concerned about doxxing and other personal data breaches and the Office of the Personal Data Protection Commissioner was considering blocking Telegram to address the issue. [28]

India[ edit ]

In 2019, it was reported that some ISPs in India were blocking Telegram traffic, including its official website.[29] The Internet Freedom Foundation, an Indian digital freedoms organization, filed an RTI questioning whether the Department of Telecommunications (DoT) had banned Telegram or asked ISPs to block traffic. DoT’s response said it had no information as to why the ISPs are blocking Telegram.[30] The Kerala High Court asked for the central government’s view on a plea for a ban on Telegram for allegedly distributing and communicating child abuse videos.[31]

Indonesia[ edit ]

On July 14, 2017, eleven Telegram-connected domain name servers were suspended by the Indonesian Ministry of Communications and Information with the ability to shut down all Telegram applications in Indonesia if Telegram failed to establish a standard procedure for maintaining content deemed illegal in the apps .[32] In August 2017, the Indonesian government opened full access to Telegram after Telegram imposed self-censorship over negative content, mainly radicalism and terrorism. According to Telegram, every day about 10 channels/groups were deleted from Telegram because they were classified as negative content.[33]

Iran[ edit ]

Telegram was open in May 2015 and worked in Iran without VPN or other bypass methods.[34] In August 2015, Iran’s ICT Ministry claimed that Telegram had agreed to restrict some of its bots and sticker packs in Iran at the request of the Iranian government.[35] According to an article published on Global Voices, these features have been used by Iranians to “share satirical comments about the Iranian government.” The article also noted that “some users are concerned that Telegram’s willingness to comply with Iranian government requests means future complicity with censorship by other Iranian governments, or even allowing the government to access Telegram’s data on Iranian users could enable”.[35] Telegram has stated that all Telegram chats are private territory and that they do not process any requests related to this. Only requests for public content (bots and sticker packs) will be processed.[36] In May 2016, the Iranian government required all messaging apps, including Telegram, to move all Iranian users’ data to Iranian servers.[37] On April 20, 2017, the Iranian government completely blocked Telegram’s new voice calls, a service that allows individuals to make calls using secure end-to-end encryption and keep their conversations private.[38]Mahmoud Vaezi, Chief of Staff to the President of Iran said the reason for blocking free Telegram voice calls is that Iranian companies keep revenue from voice calls.[39]

On December 30, 2017, amid anti-government demonstrations across Iran, Telegram shut down an Iranian opposition channel that published calls for the use of Molotov cocktails against police after receiving a complaint from the Iranian government. Pavel Durov explained that the reason for the ban was a “no calls to violence” policy and confirmed that criticizing local authorities, challenging the status quo and taking part in political debates were considered “OK” by the platform , while the “promotion of violence” is not.[40] The opposition group promised to abide by Telegram rules and created a new channel that amassed 700,000 subscribers in less than 24 hours.[41] On December 31, the Iranian government announced that Telegram was “temporarily restricted” to “ensure calm and security” after the company said it had refused to close channels used for peaceful protests.[42] On January 13, the app was unblocked by an order from President Hassan Rouhani, who said that “more than 100,000 jobs have been lost” in Iran as a result of the Telegram ban. Opposition channels remain operational.[43]

In March 2018, Iran’s Foreign Policy and National Security Committee Chairman Alaeddin Boroujerdi announced that Telegram would be completely blocked in Iran by April 20, 2018,[44] citing Telegram’s role in facilitating the winter protests and the need to promote local apps.[45] President Rouhani agreed on the need to break the Telegram monopoly in Iran, but reiterated that he was against a new blockade and did not see it as an effective measure to promote local apps.[46] Iranian MP Mahmoud Sadeghi noted that during the two weeks Telegram was blocked in January 2018, 30 million Iranians (75% of Telegram’s users in Iran) did not start using local messaging apps but chose to do so instead turned to VPN services to bypass the block and render the block ineffective.[47]

Telegram was blocked by the government on May 1, 2018.[48]

Up until a year after the end of the 2017 riots, the Iranian government provided a customized version of Telegram that was under their domain.[49][50][51][52] In 2019, during Friday prayers in Tehran, Mohammad Ali Movahedi Kermani declared Telegram to be haram and called for the deployment of a National Information Network such as the Great Firewall of China.[53][54]

On September 27, 2019, Bijan Ghasemzadeh, the Iranian prosecutor who ordered Telegram’s suspension, was arrested on corruption charges. It is unclear whether the allegations were related to the Telegram ban.[55]

Pakistan[ edit ]

In October 2017, Telegram was inaccessible to users in Pakistan[56] and on November 18, 2017 it was completely blocked on the PTCL network according to the instructions of PTA, Pakistan’s largest ISP, PTCL mentioned this in a tweet to a user. [57]

Russia[ edit ]

On May 16, 2017, Russian media reported that Roskomnadzor threatened to ban Telegram. On April 13, 2018, Telegram was banned in Russia by a Moscow court for refusing to give the Federal Security Service (FSB) access to encryption keys needed to view user communications, as required by the federal anti-terrorism law.[58] [58][] 59] Enforcement of the ban was attempted by blocking over 19 million IP addresses associated with the service.[60] However, they included those used by Amazon Web Services and Google Cloud Platform, since Telegram uses the providers to route messages. This led to unintended collateral damage from the use of the platforms by other services in the country, including retail, Mastercard SecureCode and Mail.ru’s hoopla messaging service. Users therefore used VPNs to circumvent the ban.[61][62] On April 17, 2018, Russian authorities asked Apple and Google to remove the service from their stores as well as APKMirror, but Apple and Google denied the request.[63][64] On March 28, 2018, Roskomnadzor reportedly sent a legally binding letter to Apple asking them to remove the app from the Russian version of its App Store and prevent it from sending push notifications to local users who use the app already downloaded.[65] On December 27, 2018, the largest search engine in Russia, Yandex, removed Telegram.org from its search results. .[66]

Thailand[ edit ]

On October 19, 2020, the National Broadcasting and Telecommunications Commission was ordered to ban Telegram for its use in the 2020 Thai protests.[67]

What happens when someone is reported?

Someone can be reported for a variety of reasons. Since Telegram isn’t designed for making friends, people will find it annoying when strangers or random people keep messaging. It also applies to people who constantly post spam in Telegram group chats.

When someone is reported, Telegram’s moderation teams receive and review the message. The moderators decide whether the message deserves it or not. If it’s spam or inappropriate, moderators will temporarily restrict the account.

What happens to this account? Reported accounts can only send messages to people who save their numbers. They can also reply to any messages they receive first. This will take a few days, so reported accounts will have to wait. But if it’s repeated, the account can be banned forever.

How to report a user via a group or channel

The first way to report a Telegram user is through a group. If someone is flooding the group with spam and it starts to annoy you, simply report them to the abuse team. The built-in report button is available in the group profile so you can work with it.

Follow these steps to report someone via Telegram group:

Open the Telegram app on your smartphone.

Open the group chat or channel with the person you want to report.

In the chat group or channel, tap the name of the person you want to report, and then select the Report option

Tap the reason you want to report, e.g. B. if you select spam. If you have another reason, you can choose Other and write your reason.

Tap the tick icon in the top right corner.

Once the report has been sent, the moderation team will review the report and make a decision. If that person deserves it, the moderator will limit the reported account.

How to report someone on Telegram via email

You can report someone from a mobile device or desktop. However, reporting in the app version is not easy. Telegram doesn’t have built-in reporting functionality for individual users, which means you have to look up the username and open their profile.

Since there is no report button in the profile, you can email the report. To report someone on Telegram via email:

Launch the Telegram app on your mobile device.

In the chat list, tap the chat with a user you want to report.

Next, open their profile by tapping on their profile picture.

Once opened, find the username or phone number. Tap and hold to open a pop-up menu.

Telegram’s team of moderators will review your message. If the person deserves the report, Telegram will restrict their activity. In case the same account continues to receive reports from other users, the review team will consider banning the account.

What to do if you’re reported

Now let’s say someone reported your username. What happens to your account? What can you do? There are 3 ways that come with Telegram’s reporting policy. This can include:

You are being reported for the first time

You have been reported for the first time and according to the moderator’s assessment you are wrong. In this case, your account will be restricted. Depending on the moderator’s decision, it may take a few days or longer.

All you can do is wait for the moderator to get your account back to normal. Don’t worry, you can receive and reply to messages that come first. You can also send any message to your contacts. Unfortunately, it is impossible to solve the limit earlier.

You’re sure you haven’t broken any rules

If you are sure that you have not broken any rules, such as B. Spamming or sending abusive messages, but Telegram restricts your account, you can take action. How do I remove Telegram restrictions?
