Thailand’s official national lottery (Thai: สลากกินแบ่ง, RTGS: salak kin baeng) is administered by the Government Lottery Office (GLO).[2] The lottery is drawn on the first and sixteenth of each month. Lottery tickets were first issued in the reign of King Rama V (1868-1910). At that time, on the occasion of his birthday in 1874, the king gave the royal bodyguard permission to run a lottery. In Thailand, women are slightly more likely to play the lottery than men (52.6% vs. 47.4%).[11] Lottery players tended to come from the labor force age groups: 21-30 years (28.2%), 31-40 years (30.2%) and 41-50 years (21.8%).[11] Almost two-thirds of lottery players in Thailand (61.3%) were in the lower income bracket, earning almost a quarter less than the average monthly salary.[11]

By October 2015, Thai government lottery tickets were being bought and sold from the GLO printing press to the ticket consumer in a multi-tiered marketplace. The GLO sold lottery tickets to national wholesalers, commonly referred to as “brokers”. Brokers then sold to the nation’s 14,760 registered retailers[9], who in turn sold to the public.

In September 2015, the government announced a new paradigm for the sale of lottery tickets. Lottery vendors can buy lottery tickets directly from GLO as part of a program to reduce the high price of lottery tickets. Direct purchase is only possible through Krung Thai Bank. Sellers must first register with the GLO and open bank accounts to pay for their purchases. The new rules come into effect with the drawing on October 16, 2015. Vendors are allowed to buy 5-50 books at a price of 70.40 baht for a pair of tickets. Each book contains 100 pairs of tickets. It’s not clear how this will lower the price of lottery tickets, as under the old system sellers paid the same price (70.40 baht) to ticket wholesalers. The new program will increase the number of lottery tickets for sale by 7-8 million.[12]

For decades [1] the Thai public accused brokers, the so-called “five tigers” (since tigers only “eat and sleep”), of monopolizing the lottery trade and causing problems with inflated prices. The GLO, which did nothing to dispel this myth, claimed that five groups controlled the distribution of lottery tickets to local vendors across the country.[13] However, in late 2014, ThaiPublica used the Freedom of Information Act to force the GLO to disclose ticketing information.[1][14] The findings show that the Thai public has been misled about the existence of the “five tigers” as there are many more than five, and that the biggest tiger of all is the GLO Foundation, a specially created allocation oversight mechanism of money to charity.[1]

As of December 25, 2014, of the 74 million lottery tickets printed for the bi-weekly lottery, 22.74 million, or 30.7% thereof, were awarded to 10 organizations. In May 2015, the GLO Board of Directors adjusted the lottery prize structure, according to which 60% of the revenue generated by the GLO is allocated to prize money. The revenue transferred from the GLO to the Treasury will be reduced from 23% to 20%, with the difference going to the GLO as administration fees. 3% is used to set up a fund for social activities, 2% as a rebate for foundations, clubs and organizations and 12% as a rebate for retailers or lottery providers.

Under this new agreement, retail representatives will receive a quota of five booklets of lottery tickets (one book contains 100 tickets) at a price of 70.40 baht per lottery ticket.[16] Foundations, associations and organizations keep their contingents at cost price of 68.80 baht per ticket.

Several Thai governments, including the current one, have announced their intention to add automated lottery ticket machines to the existing distribution system. The proposal has been controversial and has been opposed by moralists, among others, who claim it would corrupt Thai children. Wanchai Ariyabuddhiphongs, a management professor at Bangkok University who studies gambling problems, wonders if the machines would corrupt Thai children given how widespread gambling already is. “Thai people are Buddhists, which means they should keep the five precepts,” Wanchai said, including abstaining from alcohol and sexual misconduct. “But they drink a lot, gamble, frequent brothels. Come to Bangkok, there are massage parlors everywhere that are brothels in disguise. I don’t really buy the moral argument here.”[18]

There are two types of Thai lottery tickets. The first is the Thai Government Lottery Ticket (TGL). The second is the Thai Charity Lottery (TCL) ticket. These titles are printed on the top left of each ticket. Aside from the names, the only differences between the two are their initial payouts and the amount of taxes payable on winnings. TGL tickets have a first prize of 6 million baht, a bonus prize of 30 million* and are taxed at 0.5%. Ten “guests” unrelated to the lottery attend each drawing to act as official witnesses. Draws are held on the 1st and 16th of each month at GLO Headquarters. If one of these dates falls on a public holiday, the draw will be postponed to the next day. All draws will be televised on draw day from 3:00 p.m. to 4:00 p.m. The procedure is as follows:[23]

One of the guests is called “Draw Chairman”. The guests inspect the equipment, the number of balls and look for anomalies. The draw chair randomly selects balls (numbers) to initialize each draw machine. The chair of the draw will randomly select a colored ball to determine the order of draws for lower prizes. The first prize for all six correct numbers is 2 million baht (TGL) or 3 million baht (TCL) per ticket. Since the tickets are sold in pairs, the published prize amount is doubled. Doubling applies to all prizes except for the 22 million and 30 million baht bonus prizes. Eligibility for a prize[ edit ]

Prizes must be claimed within two years of the drawing date.[26] Prizes less than 20,000 baht will be paid in cash from a lottery retailer. A commission of one or two percent is deducted from the gross profit. For prizes greater than 20,000 baht, the winning ticket and its holder must be present in person at the state lottery office in Nonthaburi, where a check will be drawn.[24] All winnings are taxable: 0.50% for the Thai Government Lottery and 1% for the Thai Charity Lottery.[27]

Mr. Noppanant estimated that police receive 11 billion baht, or US$362 million, in bribes and protection money from the underground lottery each year.[31]

I am an expat living in Phuket and I was wondering what the Thai lottery is all about. Can you explain the rules of the Thai lottery to me? Can anyone buy a lottery ticket, including foreigners? Where can I buy tickets and who can sell them? Do I need proof if I win and where do I claim my prize?

Last year it was reported that GLO scrapped jackpot prizes because he matched not only six digits but also two more. This bonus prize could net a lucky person around 20-30 million baht instead of 4-6 million baht. Have these prices really been cancelled?

Also, there used to be two types of Thai lottery tickets: Thai Government Lottery (TGL) and Thai Charity Lottery (TCL) tickets. Any person, Thai or foreign, who is at least 20 years old can enter the Thai Government Lottery and win prizes.

We haven’t held a Thai charity lottery yet this year. The Thai Charity Lottery is a “Special Project” lottery launched each time for a specific charity under special ministerial approval.

The last one ended last year and so far we haven’t had another one this year. If the Treasury Department orders us to hold another one, we will announce it publicly.

There are two draws each month for the Thai Government Lottery, with the results being announced on the 1st and 16th of each month. Prizes must be claimed within two years of the draw

SALESPERSON

Only Thais registered with the GLO are allowed to sell lottery tickets. All vendors must be at least 20 years old.

Each lottery ticket has a six-digit number. To discourage people from printing counterfeit lottery tickets, the tickets are printed on special yellow, thin, smooth paper and watermarked with a two-tone mythical bird, called Wayupak in Thai.

Also, there are two types of silk threads in paper. One is visible to the naked eye, the other only under ultraviolet light.

The paper is also coated with chemicals. To test the paper, drops of bleach show stains. Without the special chemicals, the paper will not show any stains or stains.

We print tickets for a million numbers for any lottery. Most of the time we print five “pairs” of each number, but sometimes we print six “pairs” to increase the chance of winning bigger prizes.

The reason tickets are sold in pairs is so that the winner can “break off” one half of the pair and share it with someone else as a prize.

First prize is B3 million per ticket stub, so a ‘pair’ wins you B6 million. The more “pairs” you buy, the bigger the prize you will win. The same applies to all prizes to be won.

There are separate draws for other grand prizes, as follows:

HOW TO CLAIM YOUR PRIZE

All prizes of B20,000 or less can be claimed in cash from the seller who sold you the winning ticket. All prizes over 20,000 baht must be claimed in person at GLO Headquarters at 359 Nonthaburi Rd, Tambon Tha Sai, Muang District, Nonthaburi where you will receive a check for your winnings. This is not possible in Phuket as there is no GLO office there.

Our office is open from Monday to Friday from 8:30 am to 3:00 pm (open for lunch) (closed on public holidays).

To claim your prize, fill out a claim form, fill in the details on the back of the winning tickets and take a queue number. If called, you must present the winning ticket(s) and your Thai ID card or passport (for foreigners).

The state lottery bureau’s promotional pop-up appears on the Paotang app to introduce online lottery ticket sales.

The sale of digital lottery tickets began Thursday morning via the Paotang mobile app and proved an instant hit, said Noon Sansanakhom, director of the Government Lottery Office.

The GLO started selling digital lottery tickets at a retail price of 80 baht each at 6 a.m. on June 2.

By 11 a.m. nearly 500,000 tickets had been sold, bought by more than 110,000 buyers. On average, each buyer bought four or five tickets.

Tickets with the same six-digit numbers were sold out.

Lt Col Noon said digital tickets are now available for purchase every day from 6am to 11pm or until 2pm on the 1st and 16th of each month when the lottery is drawn. A total of 5.27 million tickets would be available for purchase per lottery draw. Each person could buy an unlimited number of tickets.

Alternatively, for people who don’t want to buy digital tickets through the Paotang mobile application, there are shops that sell lottery tickets for 80 baht each.

Contractors often managed to buy tickets at less than standard prices for later resale at inflated markups, and a type of side bet called insurance – a small bet on whether or not a ticket would be drawn in the regular lottery – became popular.
